"The American Recovery and Reinvestment Act (ARRA), the U.S. economic stimulus plan signed into law by President Barack Obama earlier this year, is estimated to provide billions of dollars in direct incentives for physicians to use electronic health records (EHRs) and additional indirect incentives and grants to support the effort. These incentives are tied to “meaningful use” of EHR to provide improved patient outcomes. This places additional burden of proof on physicians as they continue to become more dependent upon software applications, systems, and underlying infrastructure to deliver care and qualify for economic stimulus. With ever increasing scrutiny on the value of deploying clinical and business automation, any new system or upgrade should be accompanied by an investment in IT Service Management tightly coupled with a program of continual process improvement."
